Не ждать загрузки CRL при TLS-рукопожатии 
По логу ПК 02.10 первый запуск подключался ~25–45 с: при каждом новом
фронте Cloudflare все потоки MTP-сессий стояли по 15 с, таймеры
бюджета срабатывали через 14–15 с вместо 4 с, смена прокси доходила до
сессий с опозданием на 8 с. Дамп стеков в VM показал поток сессии
внутри CertGetCertificateChain -> CertVerifyRevocation -> загрузка CRL.

Qt на Windows собран только со Schannel, и бэкенд проверяет отзыв
синхронно в потоке сокета, а статус отзыва потом не использует. CRL
Let's Encrypt у фронтов свои на каждый домен, на первом запуске их нет
в кэше, а *.c.lencr.org в сети тестера медленный.

- crypt32.dll и так загружается отложенно; хук отложенной загрузки
  подменяет только импорт CertGetCertificateChain из Telegram.exe и
  добавляет CERT_CHAIN_REVOCATION_CHECK_CACHE_ONLY, когда проверка
  отзыва запрошена. Остальные модули вызывают настоящую функцию.
- Корни, как и раньше, подтягиваются автообновлением Windows.
- В log.txt одна строка при первой такой проверке.
